重庆市已从世界银行获得贷款支持,用于世界银行贷款中国塑料垃圾减量项目重庆市统筹城乡塑料垃圾综合治理子项目,并计划将部分贷款用于本咨询服务。

一、项目及咨询任务背景:为进一步加强国家和地方层面塑料垃圾治理,减少城市生活垃圾产生的塑料污染,中国塑料垃圾减量项目(项目编号P174267)获批国际复兴开发银行(以下简称“世行”)贷款约4.3亿美元。重庆市统筹城乡塑料垃圾综合治理项目(以下简称“本项目”)是中国塑料垃圾减量项目的子项目,项目总投资24.36亿元人民币,利用世行贷款约2.7亿美元。

本项目主要由4个子项目组成,包括:(1)政策研究和能力建设子项目;(2)城市固体废物管理系统改善子项目;(3)城乡固体废物分类管理试点(武隆区和綦江区)子项目;(4)项目管理子项目。

二、咨询服务目的:本咨询服务的目的是通过提供与本项目相关的招标采购、合同管理、财务管理、绩效管理等咨询意见及技术支持,并为区县项目办和项目业主提供指导服务,推动项目实施符合世行政策和中国国内相关法律法规规定。

三、咨询服务内容:咨询机构应按照国内法律法规规定和世行项目管理的相关规定、贷款协议、项目协议、项目执行手册,完成以下主要任务:(1)项目日常管理;(2)招标采购与合同管理;(3)财务管理和审计;(4)能力建设和培训;(5)其他项目办交办与本项目有关的咨询服务任务。

四、服务期限:自合同签订之日起,至本项目关账日止。合同期限预估为30个月。

五、交付成果:包括但不限于项目启动报告、总体培训计划、项目进度月度报告、项目进度季度报告、项目进度半年度报告、未经审计的项目财务报告、项目完工报告、财务管理手册、研究课题任务大纲、各类咨询意见、经验总结报告、中期调整相关报告等。

六、本任务咨询机构的选择适用《世界银行投资项目贷款 (IPF)的借款人采购规则》(2025年2月修订),通过基于质量和费用的评审方法(QCBS)选择咨询机构。

七、有意向的咨询机构应提供信息,证明他们具有执行本咨询服务所需的资格和相关经验。合格候选机构短名单评审标准为:

(1)咨询机构应来自合格的国家或地区,且为独立企业,既不隶属于人妻视频 、武隆区项目办、綦江区项目办和各子项目业主,也没有利益关系。

(2)咨询机构自2015年至今具有至少1次已完成或实质性完成世界银行、亚洲开发银行、亚洲基础设施投资银行、新开发银行(以下简称“国际金融组织”)贷款资金支持的项目管理经验。

咨询机构可以联合体方式投标。如以联合体投标,联合体各方均应满足短名单最低资格条件要求。咨询机构应提交一份联合体协议,联合体协议应明确联合体中的牵头公司,且明确联合体各方共同和分别承担的咨询任务。如果联合体中标,所有成员都应分别在合同上签字。联合体协议格式自拟。

八、有意向的咨询机构应提交以下相关材料(英文材料需同时提交中文翻译件):

(1)公司的法定名称和营业执照;

(2)联系人和详细信息(地址、电话号码和电子邮件地址);

(3)咨询机构简介、组织架构、人员组成;

(4)业绩列表及相关证明文件(如合同、项目业主证明等);

(5)其他可证明其胜任能力的文件;

(6)法定代表人授权委托书(限授权委托他人投标的情形,格式自拟)。

咨询机构需提交英文感兴趣函一本及中文版一本作为参考,并同时提供感兴趣函扫描件电子版。当中英文版本不一致时,以英文版本为准。

有意向的咨询机构应当注意《世界银行投资项目贷款(IPF)的借款人采购规则》(2025年2月修订)第三章3.13、3.15和3.16条款中的规定,其中阐明了世界银行的利益冲突政策。另外,请参考以下与此任务相关的利益冲突的具体信息:咨询机构不得受聘从事那些与他们以前或目前对其它雇主承担的义务相冲突的工作,或者从事那些可能将其置于不能以借款人的最大利益为出发点来履行其咨询任务的工作。

Chongqing has received loan support from the World Bank towards the cost of the World Bank Loan China Plastic Waste Reduction Project Chongqing Integrated Urban-Rural Plastic Waste Management Sub-Project, and intends to apply part of the proceeds for consulting services.

I. Project and consulting assignment background: The China Plastic Waste Reduction Project (Project No. P174267) has been approved for a loan of approximately USD 430 million from the International Bank for Reconstruction and Development (commonly referred to as "the World Bank") to further enhance plastic waste management at the national and local levels and reduce plastic pollution from municipal solid waste (MSW). The Chongqing Integrated Urban-Rural Plastic Waste Management Sub-Project (referred to as "the project") is a component of the China Plastic Waste Reduction Project, with a total investment of RMB 2.436 billion, including a loan of USD 270 million from the World Bank.

The project consists of 4 components, including: (1) Component of Policy Research and Capacity Building; (2) Component of MSW Management System Improvement; (3) Component of Urban-Rural Solid Waste Sorting Management Pilots (Wulong and Qijiang Districts); (4) Component of Project Management.

II. Objectives of consulting services: The objectives of the consulting services are to facilitate project implementation in compliance with the World Bank's policies and relevant domestic laws and regulations of China by providing advice and technical support on bidding, procurement, contract management, financial management, and performance management related to the project, and providing guidance to district/county PMOs and PIUs.

III. Scope of consulting services: The consulting firm shall complete the following main tasks under domestic laws and regulations, relevant provisions of the World Bank on project management, loan agreement, project agreement, and the project execution manual: (1) Project routine management; (2) Bidding procurement and contract management; (3) Financial management and auditing; (4) Capacity building and training; and (5) Other consulting services related to the project assigned by the PMO.

IV. Service period: From the date of contract signing until the closing date of the project. The estimated contract period is 30 months.

V. Delivery of outcomes: Including but not limited to the project inception report, overall training plan, monthly progress report of the project, quarterly progress report of the project, semi-annual progress report of the project, unaudited financial report of the project, completion report, financial management manual, topic research TOR, various consulting services, experience summary reports, mid-term adjustment reports, etc.

VI. The selection of the consulting firms for the task aligns with the World Bank Procurement Regulations for IPF Borrowers (revised in February 2025), adopting the Consultants Quality and Cost-based Selection (QCBS) method.

VII. Interested consulting firms shall provide information demonstrating that they have the qualifications and relevant experience required to perform these consulting services. The review criteria for the shortlist of qualified candidate firms are:

(1) The selected consulting firm shall be based in an eligible country/region and be an independent enterprise that is neither affiliated with the Chongqing Development and Reform Commission (CDRC), Wulong PMO, Qijiang PMO, or various component PIUs, nor has any interest relationship with the above-mentioned entities.

(2) Since 2015, the consulting firm shall have completed or substantially completed at least one project management assignment supported by loan proceeds from the World Bank, Asian Development Bank, Asian Infrastructure Investment Bank, or New Development Bank (hereinafter referred to as "international financial organizations").

Consulting firms may submit bids as a consortium. If bidding as a consortium, all parties involved shall meet the minimum eligibility criteria for shortlisting. The consulting firms shall submit a consortium agreement that identifies the lead firm of the consortium and delineates the consulting tasks to be undertaken by the parties to the consortium jointly and severally. If the consortium wins the bid, all members shall sign the contract individually. The format of the consortium agreement can be self-defined.

VIII. An interested consulting firm shall submit the following relevant documents (English documents must be accompanied by Chinese translations):

(1)Its legal name and business licenses;

(2)The contact person and details (address, phone numbers, and email address);

(3)Brief introduction, organizational structure and personnel composition of the consulting firm;

(4)List of performance achievements and relevant supporting documents (such as contracts, certificates from PIUs, etc.);

(5)Other documentation necessary to demonstrate its capability and competency to the assignments;

(6)Power of Attorney from the legal representative (applicable only where an agent is authorized to bid; format is self-determined).

The consulting firmshall provide the Expressionof Interest (EOI) one in English and one in Chinese for reference, andprovide an electronic scanned copy of theEOI. In case of any inconsistency betweenthe Chinese and English versions, the English version shall prevail.

Interested consulting firms shall notethe provisions set forth in Sections 3.13, 3.15, and 3.16 of Chapter 3 of the World Bank Procurement Regulations for IPF Borrowers (revised in February 2025), which elaborate on the World Bank's interest conflict policies.In addition, please refer to the following specific information on conflict of interest related to this assignment: Consulting firms shall not be engaged in work that conflicts with their previous or current obligations to other employers, or that may place them in a position where they cannot perform their advisory duties in the best interests of the Borrower.

The above materials must be submitted by 9:30 (Beijing Time) on February4, 2026 via one of thefollowing methods: (a) Mail. Please mail the hard copies of the materials to the office of the bidding agency (address attached); (b) E-mail. Please send the electronic copies of the materials (in PDF format) to the email address of the bidding agency (contact details attached); (c) Delivery in person. The hard copies of the materials shall be delivered by a designated person to the Chong Qing Public Resources Trading Center (Buildings B9 and B10, Yuxing Plaza, No. 6 Qingfeng North Road, Liangjiang NewArea, Chongqing; please refer to the display screen in the Transaction Services Hall on the day of bid opening for the specific room number) between9:00 and9:30(Beijing Time) on the day of bid opening. If either of the first two methods is selected, please deliver the materials to the office of the bidding agency no later than 16:00 on the day prior to the bid opening.
